Use the "Match and Replace" rule for request param name

I'd like to use the "Match and Replace" rule for request param name. And I want to: 1. Append a value say "pocvalue" to the end of the existing value 2. Set a value say "pocvalue" if the param value is not set (blank) Say the param name is "ref", how could I achieve this using the "Match and Replace" rule? Or shall I use an extension for this? Thanks.
