Updated burp community edition broke burp

I updated burpsuite community edition and now every connection generates "Host is down (connection failed)" and "java.net.socketexception: host is down (connect failed)" errors. I am using Firefox 69.0.3 (64-bit) and openjdk 11.0.2 2019-01-15 OpenJDK Runtime Environment 18.9 (build 11.0.2+9) OpenJDK 64-Bit Server VM 18.9 (build 11.0.2+9, mixed mode) I have removed and reinstalled the cert several times and it is not resolving this issue. There is no issue connecting to the internet without the proxy

Can you still access the application using a browser, not proxying through Burp? If not – you need to speak to the application admin and ask them to bring it back online. If you can – please try restarting Burp. You may need to start it with the option: java.net.preferIPv4Stack=true Please let us know if you need any further assistance.
