Trying to upload a large number of IPs into a site and starting a scan.

I am currently trying to upload a large number of IPs into Burp suit enterprise to start scans on them. I believe my issue starts with the number of IPs I have, 13,000. Looking at the documentation for importing sites and IPs, the excel sheets have all IPs listed in a single cell for the site and only around 100 IPs will fit in a cell. I would like to have these IPs all under a single site, and from what I tried, you cannot have the same site name in a different row of the sheet for more IPs. This would require me to upload around 130 excel sheets, but I am wondering if there is a different way. I am currently trying to work through the API to see if there is a way to upload through the API and set concurrent scans, as to not rip though my Burp server.
