Scans created with REST API are put on pause since v2021.12

It looks like scan automation is broken in Burp Suite Professional since release 2021.12. `2021.10.3` is the last version that can be used to automate scans in headless mode. Expected behavior: * scan is started after creation with POST http://127.0.0.1337/v0.1/scan Actual behavior: * starting with version `2021.12` (also applies to 12.1, 2022.1, 1.1, 2022.2, 2.1, 2.2, 2.3, 2.4) scan is created but `paused`. The only way to resume the scan is to push the button in GUI.

Thanks for your message. We've been running some tests here and so far we've not been able to replicate this behavior. Can you email support@portswigger.net with the full details of the steps you are taking so we can check to see if we are doing something different and try again to replicate what you are seeing, please?

I've managed to narrow down the problem to a project file. When Burp Suite is launched without a project file, it creates a new one and scan automation works fine. But when we try to launch Burp Suite with an existing project file (say, re-launch it), the scan is paused right after creation. Sent exact steps to reproduce to support@portswigger.net, as you requested.
