Scan queue being reordered

Pause the scanner, save the state and close Burp. Open Burp and restore the state. The number column under Scanner > Scan queue has been reordered starting at 1 instead of the previous numbers.

The scan queue ordering should be preserved but loaded items might be renumbered. Burp lets you do a restore as a "replace" or "update" operation, and items will be renumbered from 1 for a replace or based on any existing items within the table for a restore. Since this field just represents the number of the item in the current table, I'm not sure that it really represents a bug - it was a design decision that the current behavior was the most reasonable thing to do. Let us know if the current behavior is causing any problems and we can review this.
