OK button does not work and 'Not enough memory resources are available to process this command' error

An error is received when trying to run the browser (which does not display) from within Burp Pro: burp.anw: Not enough memory resources are available to process this command. When trying to enable a listener the OK button does not work, but cancel does. Running on Windows Server inside Azure. There is nothing useful in the Windows event logs, and the software is current version of the Windows exe and installed without error. No extra antivirus is working. Server is workgroup, not domain. Errors above also appear when running BS as admin. Server has GBs of disk free and 50GB+ RAM free. Could I have a clue please?
