No internet connection error when attempting to connect to Google Play Store.

Have cacert.cer installed on Android device and surfing web http and https sites. However when attempting to go to Google Play Store a message there is "No internet connection. Make sure WiFi or cellular data is turned on, then try again" is displayed. WiFi is active, but cellular service is disabled. Any suggestions of what I may be overlooking or is this a normal situation? TIA Wilson

Discovered a useful tab, "Alerts". Displayed in the tab is the following message: "The client failed to negotiate an SSL connection to www.googletagmanager.com:443: Received fatal alert: certificate unknown. It would seem that Google is raising a disparaging military salute back to me over the cert in use. Is this an accurate assessment and is there a way to work around what appears to be Google's antisocial behavior? Tia Wilson
