The server is limiting the number of concurrent requests that can be made to it. Because of this, Burp Suite is throttling the number of concurrent HTTP/2 requests to the server's maximum.

Hi Anne, Can you clarify what you are looking for us to fix? The target server itself is limiting the number of concurrent requests that can be made to it - because of this Burp is then throttling the requests it is sending in order to avoid overloading the server.
