BURP simply won't intercept a specific request (bug/"how do I")

Hello, In the course of analyzing a web application, that application makes a GET request to a URL in the form of https://application.whatever/target_url?param=lots_of_base64_encoded_data. For some reason, even with all of the most open/permissive interception settings (no request interception rules, no scope limitations/rules, etc.) BURP Suite simply won't intercept this request. The request passes through the interception proxy and no record that it existed can be found in BURP history or search function. Why is this and how might I avoid it in the future? Are there more configurable interception options available that I'm not aware of, interception rules baked into BURP that are not user-configurable, etc.?

Also, to clarify -- I've used BURP for years and am a pretty advanced user. 9/10 times, issues like these come back to interception rules and scope issues. That does not appear to be the case here and I'm now a bit lost :)
