Burp Pro Licensing Model

With the current subscription model, Burp Pro is assigned on a per-user basis, but there seems to be a cap on the amount of licenses a person can actually use before having to request more. I can see this being problematic with the way virtual machines are expendable and can eat up licenses rather quickly. Is there any way to implement a licensing model similar to what Microsoft does with their 365 products, or how Netflix allows a certain number of device logins? Say a person gets a single license key upon subscribing, and this key allows for X amount of active installations which can be monitored in their account portal. This would make it much more streamlined for people who need to setup a VM for a client pentest and trash it afterwords. No big deal, just remove that activation from the portal and free up that license for the next one.
