Active Scanner ignores out-of-scope URLs when scanning

Annoyingly, the active scanner (I'm actually using Active Scanner ++) will continue to process URLs that I have explicitly listed as OUT OF SCOPE. I've added a Regex rule to exclude the following URL from scanning but the scanner scans it anyway Regex: Host/IP range = ^ib\.clientsite\.ca$ Port = ^443$ File = ^/__imp_apg__/api/imp/v1\.0/report/.* AND File = ^/__imp_apg__.* The scanner scans the /__imp_apg__/api/imp/v1.0/report URL every time. It was confirmed via reviewing Logger output. Im just trying to tell the scanner to ignore anything
