Out-of-Scope Requests

The following section: Options > Connections > Out-of-Scope Requests should be moved to Target Scope.

We agree that this option could reasonably appear in both sections of the options that you mention, but since it relates specifically to network connections we think that it belongs best where it is. There are various options and features throughout Burp that rely on the configured target scope, and those items are configured in the closest place to the functionality that they relate to.
